Bill Wakeley, president of CUPE Local 1860 at Newfoundland and Labrador Housing, is questioning what he claims are the employer's increased reliance on contracting out.
"We are concerned that all kinds of work is being put out to tender when it's been shown that contractors are going to charge between 25 per cent and 30 per cent more to do the work," Wakeley said.
"CUPE would suggest that hiring seasonal workers is the more sensible route to go and would actually result in cost savings for the Housing Corporation."
Wakeley noted there are all kinds of carpenters, painters and labourers who are looking for work in the province. The union contends that 90 per cent of the work that's being contracted out could be done in-house.
He says a joint study done by the union and the Housing Corporation a few years ago showed it was cheaper to do the work in house.
Wakeley says he will be meeting the employer next week to discuss the union's concerns.

Could it be that those that are internal have shown that both quality and time suffers when the work is performed by union members? I have see the work done by in-house staff, and I would not pay to have them take out my trash let alone install a window. Pick up the game CUPE and maybe your members will enjoy the benefits of hard work. Till then it will be less of an expense to contract out the tasks to those that will do the job right the first time.
