Rob Ford appeared 'intoxicated' days before rehab announcement: security report

TORONTO - A Toronto city hall security report says Mayor Rob Ford appeared intoxicated when he received an after-hours visit from a woman at his office just days before announcing he would go to rehab.

The report, which was obtained through an access to information request, says the woman arrived just before 8 p.m. on April 21 and stayed in the mayor's office about 45 minutes.

It says Ford appeared intoxicated at the time "as he was slurring his words, red in the face and sweating profusely."

The document says the mayor was then brought to a car by his brother Coun. Doug Ford and another security guard just before 10 p.m.

The report says the mayor "can be seen stumbling around and even falling to the ground before being seated in the vehicle."

Ford announced on April 31 he was seeking help for an alcohol problem, just as new allegations of substance abuse surfaced in several published reports.
