Friday pre-budget consultation sessions in St. Johns postponed

The Department of Finance advises the public that due to pending poor weather conditions on Friday, pre-budget consultations scheduled for St. John's will be rescheduled to a later date.

As a Newfoundlander away from home, I am curious if the postponing of the budget is due Premier Williams' absence rather than pending poor weather conditions ?
