The executive director of the Community Services Council of Newfoundland and Labrador says there was nothing in this year's budget to help the more than 3,000 community-based organizations in the province find new, innovative ways of doing their work.
"I would like to see far more understanding and appreciation of the importance of research and development (R&D) and innovation in the non-profit sector," Penny Rowe said.
"There's room for thinking the same way about that sector as we do about the private sector."
Under-funded, understaffed
Rowe says most community groups are under-funded and their staff, volunteers and board members over-burdened.
She'd like to see that R&D focus on how community groups can come up with new ways of doing things, working together and generating revenue.
"The same people are doing everything," Rowe said.
"We know we've got about 10 or 15 per cent of the population who volunteer and do the work and are doing it all.
"How do we encourage other people? What kinds of support do we need to give? Young people don't want to volunteer like their grandparents did - they want to do it differently. But how do we do it differently?
"Some R&D in that sector, I think, would reap huge rewards."

Maybe if we had the $200,000 a year in our Infrastructure Grants that Danny took away we would not have this problem.
