Negotiations with Emera, N.S. aim to use maritime transmission route: premier

Premier Danny Williams told the PC party faithful Saturday night a deal to develop at least part of the Lower Churchill hydroelectric project could be announced “sooner rather than later.”

And he told the room that they heard the news first.

“Looming very large on the horizon right now is the development of the Lower Churchill project. Right now we are in discussion with Emera Energy and the folks in Nova Scotia who are anxious to be our partners as we move forward,” Williams said in his keynote address to the PC convention.

“Imagine how exciting a day it would be if we could see that power avoid Quebec altogether,” the premier continued. 

“If there’s anything that puts a smile on this face, that does every time.”

The province is now focusing on the so-called Maritime transmission route, although Williams told reporters later the process to gain access to the Quebec transmission grid continues to wind through the regulatory process.

He said an agreement with Emera will build on the existing deal where the company sells recall power from the Upper Churchill on this province’s behalf to the North American grid.

When Williams said the province no longer needed Quebec, he received his first stranding ovation of the night.

The premier said if the plan comes together, the Lower Churchill will be broken up into two phases.

The first phase would see the smaller of two dams built first — at Muskrat Falls — with a second dam at Gull Island built later on.

Muskrat Falls alone, he said, would eliminate the need for the Holyrood generating station on the island. Excess power would then be sold to Nova Scotia and beyond.

“By using the Lower Churchill power here in the province, we will be able to provide stable (electricity) rates for generations to come (as well as an) appropriate return to the (provincial) treasury,” said Williams.

Williams said the second phase of the project could be used to attract new industry to Labrador if companies promise to provide proper economic benefits to the province.

He said details of a deal need to be worked out, but he’s “extremely excited” about the talks.

Speaking with reporters after his speech, Williams said this province is showing Quebec it tried to negotiate with that province, but is now going to attempt to go another way.

The premier was also asked about the status of the New Dawn agreement with the Innu of Labrador, which is not ratified, but needs to be before the Lower Churchill can go ahead.

Williams said he recently met with Innu officials where the province offered support during the ongoing federal part of the negotiations.

He said the Innu want a “full package” in place before holding the ratification vote on New Dawn.

“We’ve struck a very good deal with the Innu. When I say a good deal I mean for them as well,” Williams said, noting the negotiated deal also includes redress on the Upper Churchill.

As for splitting the project into two phases, Williams said the project is really too big to tackle all at once.

He also said Quebec can still get in on the action, if it chooses.

“If they want to come to the party and they want to earn some good money — because we would pay some very reasonable transmission rentals to Quebec — then no problem. But I said a long time ago, I didn’t expect their co-operation. I wanted to look at this maritime route and I’m just delighted we are going that way,” said Williams.

The premier also said the province will ask Ottawa for a loan guarantee to get the project started, if a deal can be reached with Emera.

    TWA writes "Unless he learns to work with Quebec, the lower churchill project will never see the light of day." Dream on, TWA. Quebec is only interested in ways to prevent Newfoundland from profiting from its own resources. Don't you read any papers? If anyone can get this project going, it is Premier Williams. More "power" to him and God speed!!

    One thing that anyone failed to mention. The Maritime power corridor would allow for the installation on major wind farms on the Island. Currenlty we cannot do this due to variability in wind. Using wind and hydro together offer synergy to export additional electricity. Newfoundland has major wind potential but we cannot exploit at present. Keeping in mind that 5 standard windmills will employ 1 skilled individual full time with most of these of these potential wind farms in rural locations. This has great potential for Newfounland as a whole.

    Danny keep the momentum. NL is now a have province and carefully will remain so forever. Leave Canada out of this, and we should be able to underwrite our own loan guarantee for this project going forward. The international money markets are smiling on us and this type of project.

    Wow, is Danny Williams ever getting a lot of political mileage out of this Lower Churchill! Too bad it is unfeasible. If running a cable across Labrador, across the ocean floor (twice), to St. John's and back to mainland Canada was financially feasible, how come we never heard of it before Danny suggested it a few years ago?

    Brian Peckford called 3 elections on the offshore Hibernia promise but that project did not go ahead under any of his governments. danny williams is using rhetoric to fire up his troops for the 2011 election which is disappointing because i always hoped he was more than just another typical politician.

    so much negativity from worthlest people.danny will bring this province of ours(proud newfie) around and bring lots of work to newfoundland.the commenters on here now are against danny, but when all the projects fall in place and the jobs are endless you people will be talking the other way.i'm very proud of our premier, i think he should be the PM of canada.

    Good way to end the article....."asking Ottawa for a loan guarantee to get the project started".... as if that will ever happen with Quebec's involvement in Federal politics. Hopefully the deal can still happen without a loan guarantee.

      Is there an election coming soon? Yes, I think there is a Provincial election scheduled for 2011, isn't that right? That clears things up. Dictator Danny, as an astute politician thinks that most Newfoundlanders are too green to burn when it comes to political promises. They will believe anything you tell them! So, if you believe that EMERA and the Government of Nova Scotia won't nail Newfoundland to the wall in return for agreement to transmit Labrador Hydro Power through Nova Scotia then you are too green to burn. If you are 40 years old now, you will be 140 years old before Labrador hydro power is transmitted by submarine cable to Nova Scotia. Give it a rest Danny! Nobody with any intelligence would believe anything you promise about a sub sea power line to Nova Scotia. Oh, I forgot, it appears that Dictator Danny still thinks Newfoundlanders are too green to burn! Is he right I wonder?

      David Wilson: I agree. However, like the rest of the other provinces and territiories, we have slowly let Quebec's whining for more and more to creep across the rest of Canada. Quebec gets millions of taxpayers' dollars to shove bilingualism down the throats of English speaking Canadians, their rights to have French only signs in Quebec, their own Quebec Pension Plan (QPP), their own provincial Quebec Income Tax Return, their own Immigration Policies (newcomers French speaking only) etc. Yes, Quebec wags the tail of the Federal Government. Quebec is a bully and until the rest of us Canadians are willing to fight against Quebec, it will never change. As long as Premier Danny Williams, is our premier he will fight to make the Lower Churchill project happen with or without "Ottawa's loan guarantee to get the project started." Now that's a true fighting "Newfoundlander and Labradorian."

    Lots of outs and people for Danny to blame when this fantasy falls flat. No land claims agreement, the Feds refusing to backstop the deal, unreasonable terms from Emera, Environmental assessment hurdles, lack of financing, no secured markets etc. etc. etc. These circumstances are eeriely similar to the original Churchill Falls deal. Will our financial futures be sacrificed for a project that is not needed and has no clear route to profitability? Too many unanswered questions to get my hopes up. Is it polling season again already?

    Williams' comments and actions at this weekend's Tory convention speak to his true personality and political style - a Bully. I'll believe all this hype about the 'two phase lower Churchill Project' when I see it. The cost of going this route will be astronomical and will cost billions and billions of dollars, we'll take years to pay off the project debt. (It has been quoted at 5 Billion currently, but we all know those estimates often dowble by the end of project completion) Just think about this for a few minutes. The project would have to pass through (or bypass) at least 3 National Parks (Mealy Mountains, Gros Morne, Cape Breton Highlands). It would also have to go under at least two bodies of water (Strait of Belle Isle, the Gulf of St. Lawrence and maybe even the Bay of Fundy if New Brunswick doesn't come on board) The plan is, in my books as an environmental scientist, too costly in terms of monetary spending and too costly on the environment. There would be too many governments (Federal, NL, NS & NB) and too many non-governmental organizations (ie. environmental groups) involved to see this project roll out smoothly. Williams has has 8 years to work on the lower churchil and we are no further ahead now than we were in 2003 when he was elected. All of this hype is nothing more than campaign promises in order to garner the support of the population. Williams' has a personal agenda against Quebec and he is using Newfoundland as his pawn. Unless he learns to work with Quebec, the lower churchill project will never see the light of day.

It is too costly, this Maritime route and where do we have the money to front it, with or without partners?? Costs BILLIONS King Danny, and right now the province is still in debt. This was Williams big venue to lash out at Quebec YET AGAIN. Nothing more, Oh and to get hid faithful flock fired up. So pathetic.
