Im just listining to Joah Burke on openline and nothing is further from the truth than what she is reading off a sheet in front of her. All the agreement between the govt of NL and Alberta means they are starting to communicate to allow a red seal to work in both places. An apprenticeship is an agreement between a worker and an employer. Once they reach that agreement they involve one of the govts, not both. This agreement is a cash cow for the dept of education here so to keep the schools in NL full, nothing more. It looks good on the "fact sheet" but not in the apprentices pocketbook.
