While the apartment complex where this happened may now be a slum, I'm willing to bet it wasn't always so. It is the people living there who have turned it into a slum and it is not the conditions they live in that is creating the problem, but rather the people who live there. Why does the landlord always get the blame when all he/she has done is provide people with a place to live? The people living there need to be held responsible, not the landlord. If this apartment complex were to be shut down these people would just move somewhere else in the city and do the same thing. It is the law that needs to step up to fix this problem by making the people living in this apartment complex responsible for what goes on there. If the RNC is there every other day then the law needs to be stricter and heavier handed in dealing with these people. Indeed it is a shameful way for them to live and no doubt drugs and alcohol are a huge part of their problem.
