A Conception Bay South man was fined $1,000 today after pleading guilty to illegal dumping in the town.

Shawn Hiscock’s case was called in provincial court in St. John’s. The 47-year-old wasn’t present in court, but was represented by his lawyer Robert Regular.

Chief Judge Mark Pike agreed to the amount of the fine on the joint recommendation from lawyers.

Hiscock was charged with releasing waste in violation of the province's Environmental Protection Act. The charge was laid May 15 after Hiscock was captured on a hidden camera dumping waste in a wooded area in C.B.S.

The video was then handed over to the Royal Newfoundland Constabulary.

Town of C.B.S. purchased several surveillance cameras for about $5,000 to help crack down on rampant illegal dump sites in the community.

Nice going Shawn Hiscock. People think I did it and I live in Labrador. Have lived here for many many years. I agree these charges need to be filed. The gate at the old incinerator in Labrador West was always stockpiled with garbage after hours. It was a disgrace. Throw it back on their lawns and see if they are OK with it. The not guilty Sean Hiscock

I believe a fine of $2500 for a first time offense of this sort is much more in order, it should double for any following convictions. Hire some security people to monitor dumping areas also install more cameras - it wont take long to recover the costs as well as quickly reduce the extent of the dumping problem.

A $1000 fine is much too small. He should have at least had his truck confiscated along with fine. This province is such a beautiful place and none of us should put up with garbage strewn around when we have provided proper disposal sites. Cheers to CBS for taking action. Keep it up and maybe other municipalities will follow suit.

I don,t know where this clown lives, but I live in St John,s what they call the beautiful Waterford Valley take a look around.First of all these trucks carrying garbage should be covered it should be law.As for the two dumping should of had their faces uncovered, they should have been given the max.fine of $10,000.00 an example should have been made, and I agree they should have lost their truck.Water St. Duckworth St, and George St. Are a mess food everywhere streets covered with grease outside restaurants. not only are they a mess the streets smells and unsafe to walk they are so slippery.Restaurants should be responsible for cleaning and hosing in front of their doors so look around St John,s before you shoot of your mouth Sillee Newfee.Or is that what you really are Sillee

What kind of lawyers in their right minds (?) would agree to such a measly fine. What in God's name did the fine cost CBS taxpayers for surveillance, cameras, legal expense to prosecute, and manpower (woman power ?) in hours? Wake up for our community's sake & fire the CBS lawyer for openers. What an insult!

It's about time these people pay thier dues. I think Newfoundland is a beautiful province, but the four years we lived there was a real eye opener for sure. There wasn't one time when we just happened to be on an outing that one of us didn't say what a shame it was that the province was so littered with garbage. Not everywhere is perfect but like I said Nefoundland definitely needs a major clean up. Have some pride in where you live ,because people who come to visit or to live there notice just how clean your province is.

$1,000 fine is a joke. The Crown should have confiscated the truck he used to commit the crime.

If he pleaded guilty then why is the paper hiding his identity. Put a face on that clown.

The photo was provided to The Telegram with the people's faces already obscured. We can't "uncover" the faces.

You got a picture used in this story. Why are both of those faces covered?

The Telegram could not get a photograph of the man because, as our article notes, he did not appear in court.

Thankfully this doesn't happen in St. John's. People here are educated enough to know not to do this type of thing.

You must be joking! Didn't you see the CBC report months ago of people in a NEW St. John's neighbourhood who were disgusted with illegal dumping on the side of the road. Didn't you know that St. John's city council were considering ways to curb illegal dumping; ie: hiring a security firm? This is happening everywhere. Some people just don't care about the environment or others. Maybe the fine will have others think "twice" before dumping illegially.

I don't know where in St. John's you're living but it does happen here and a lot. Don't speak for a whole city, speak for yourself. I live in St. John's and am proud of it; however, I don't believe you have to be a townie to be educated. Your'e just making us look bad.

Yeah, right! We were in the woods by the Aliant tower off Kenmount Rd near the overpass and the place is full of old and recent garbage and thrown away furniture, toys and whatever you can name. I suppose it may actually be Paradise, but I doubt if that subtle distinction really matters.

Idiots such as these illegal dumpers should be given a lot more than a measly $1,000 fine. The fine should be $10,000-$15,000 at the minimum. That loser probably makes $1,000 in a day.

Wild Rose, Just think of the absolute mess of our Province if most of our citizens choose to dump garbage anywhere they please. Give us your address and we could all use your property as a dump site seeing you do not see anything wrong with such actions.

What I don't get is that these guys take the time to load up their trucks, drive to a spot in the woods and dump their crap. They've done all the work - they just choose to dump in the wrong spot. WHY?? Have some pride in our beautiful province. My question to these illegal dumpers - if you were out hunting or out for a walk in the woods and came across a pile of garbage, would'nt that pi55 you off?? I can tell you it pi55es me off!

Some people are just too lazy to drive their garbage to Robin Hood Bay. As for the comments of WILD ROSE, he should move to the US where he can carry a gun AND live right in his own garbage heap.

@WIld Rose - you're joking right? It's not his property and he's leaving junk there. Property ownership and property protection are staples of every laissez faire philosophy. No economic ideology promotes dumping trash.

What's wrong? Afraid you'll have to go to the dump and legally get rid of your trash like sensible people do?

Kudos to Town of CBS for taking the initiative on this problem and getting some results. Kudos also to The Telegram for keeping the problem of illegal dumping front and centre------Making this a Front Page story along with a $1000.00 fine will send a message that this stuff will not be tolerated-----The City of St. John's and the Department of Environment and Conservation can take some lessons from the Town of CBS on how to deal effectively with this problem--they have not been doing enough!

I agree with all of your statements but I would have loved to have seen the fine be at least the cost of the cameras at $5000. Although $1000 seems like a hefty fine, if it were a little higher it would deter that many more people from doing this.
