When the 27-year-old was pulled over on Water Street. officers found that he owed $29,000 in outstanding fines.

It's a flawed system, esp (fines). Most people that get serve fines are either businesses (where kinda works) or people who can't afford them. Then they never seem to put you in jail for not paying fines so people just build them up not show up for court dates etc.

I still baffles my mind that people can get away with owing large amounts for outstanding fines. If you owe $ 50 to Revenue Canada, they will attach either your wages, bank account, pension income or whatever is available to get their money. Somebody is not doing their job !!!
