Yup! He went AwoL from the Waterford a short time ago. But as long as he is a Good Boy and gets his privileges he gets to go out for a coffee and a smoke, Up to him if he wants to come back from his Temporary Leave. Quilty is aggressive with a history of Break and Enters while residents are HOME! He has attacked people in their homes! Sounds like a Great individual to grant a Leave Pass to.... Who makes these bloody Rules?
