peggy,i've had dogs all my life, so yes i know what it's like to have a pet.my dogs never slept outside ,were in the house on rainy or stormy days,used up more of the bed than i did and were taken care of health wise too.it angers me to when people neglect their pets but i don't wish for them to freeze starve or whatever.we as people can talk, so posting hate doesn't solve the problem.

Ron Finn, you must not have a pet. They are as helpless and dependent on its owner for care as babies are. Those who mentioned doing the same thing to the "Owner" are just making a suggestion in anger and frustration and compassion and love of animals; however, IF it was done to them for one day, it might make others think twice about freezing and starving an innocent dog to a long lingering death. How they must have suffered. I'm sure many people who are responding here are contributors to the SPCA, Heavenly Creatures, and Beagle Paws, either by donating food, walking dogs, going to their Flea Markets, donating money, volunteering at their premises, etc., or even just speaking up for these helpless innocent animals.

My dear David.....I do not hate people but anybody who treats animals in this regard doesn't have much use for them. As for anyone living in squaller, they chose to do so, spending the funds dealt out to them on many cases on gambling, alcohol & tobacco. An animal has no choice but to live where people like this puts them,they are defenceless!! That's why we have to speck for them. I tell you some minds are like concrete, thoroughly mixed up and permanently set. This has nothing to do with PETA just goodwill for our pets. Put this in your pipe and smoke it!!!!!

it's ironic how all you 'loving sensitive people'want to do the same to the owner.makes you no better, people.yes,it's wrong what happened, but an eye for an eye isn't the answer.what people need to do is keep an eye on anyone who you suspect is mistreating, or not caring for their animal.plus if everyone is so animal friendly,go donate food or other needed items to a shelter near you.it all helps,especially when other abused dogs arrive at a shelter.don't hide behind a screen mouthing off,do something.

The new regulations are specific on what is required for care of animals and there is a section in particular concerning dogs. In that there are requirements for the dog shelter to be constructed in a manner that makes it comfortable for a dog to live. Dogs require shelter, food, water and socialization. Problem here is that one of the key requirements is a constant supply of clean fresh water that is unfrozen. Guess what? Water freezes at 0 and the folks who leave their dogs out with a bowl of ice are actually breaking the law. Sounds like I am taking it far... well no I think the problems with these beagles has been exacerbated due to the freezing cold temps combined with no water available which causes a dehydrated dog that doesnt want to eat but in actual fact should be eating more to burn off energy to fight the cold. Combine this with little or no attention and infrequent feeding and man you have a case for disaster. You have a dog forced to eat snow to keep somewhat hydrated... but now has become even more hypothermic because of the snow in the digestive system. If a human is lost in the woods one of the things we are told is to not eat snow... it will cause worsening hypothermia. So - the moral of my long rant is summed up as this... 1. Pets should be inside when temps are freezing 2. Dog houses need to be constructed in accordance with the law 232cm2 for each 2.5 cm of dog height (half square foot per inch of dog ht). 3. Water freezes! (DUH - I am upset when I see a frozen dog dish covered over in snow). 4. Socialization is a requirement - 24 hour tie out in the yard or a kennel is cruelty to animals. these guys need ongoing socialization. their only lot in life shouldnt be to sit in a kennel unhappy. 5. Get vet care - if you see that your dog needs care bring them... its what you have to do as a pet owner 6. Report cruelty, neglect and abuse - call the SPCA and the RCMP/ RNC. They follow up 7. Volunteer and support the SPCA they really need it

I just returned from walking my dog which I try to do on a daily basis. I love my dog and each day I meet many others who care for and love their dogs as I do. Reading this article makes me wonder about people. I am not one to quickly judge anyone but clearly the actions of the people responsible for this are easily judged. Somehow we need to do more, just commenting on these issues don't make them go away. Thank God there are people out there who are trying to prevent this from happening but it seems like the enforcement of these types of situations is totally inadequate. Someone in authority needs to punish these people providing enough deterrent that others will not follow their ways. The punishment needs to be harsh enough to have a significant impact on those concerned. Also I believe that people who know of these situations such as neighbours and friends need to do the right thing and report these types of conditions to the appropriate people. No action on the part of people in the know make them as guilty as those who are responsible for keeping animals in these discusting conditions. Most of us love animals and even if they don't I believe people are above having these types things happen in our society.

Not only does abusing helpless innocent animals make me sick to my stomach, but breaks my heart. I cannot comprehend such cruelty, especially cold Winter months. Do the same thing to the so-called owners for three days. That should be somewhat of a deterent. The saying "what goes around, comes around" is not entirely so in a lot of situations. Too bad.

Oh my God, this is so depressing looking @ the deplorable conditions these poor dogs were forced to stay in, with the frigid cold weather!!. No wonder one of them died, I'm surprised the other one made it!! They make beautiful, loving pets, my neighbour has two...in the house where it's warm and treated like part of the family. If I ever witness any of this I will be reporting to SPCA and I hope everyone else will also. This is so criminal!! I hope it can find a good home and the owner pays for his barbaric actions. There's no such thing as ignorance today with the proper housing for pets and shelter from the freezing cold, it's plain common sense!! You should never be allowed to own another animal!

This is unbelievable, why are these people permitted to have animals. These people need to be prosecuted to the fullest extent....they should have the same treatment those animals were put thru. I agree with Melanie Sears comment, something more needs to be done then just a slap on the wrist.

It's time we take these morons and subject them to the same treatment. I certainly would have no problem tying them to a post with four feet of chain, in the freezing cold. If the courts can't deal with them, let the animal rights activits dole out the justice. Won't take too long to see a reduction in the number of abuse cases when justice finally gets served.

This treatment of animals is beyond sickening and something needs to be done. Something more than giving these cruel idiots a slap on the wrist. Rest assured, there are MANY more animals here in NL living in these deplorable conditions. The treatment of Beagles in particular is barbaric. These animals are thrown out to live in outside pens with little shelter, scraps for food and very little human contact. I am urging people to keep an eye out for this kind of cruelty. If you suspect that animal's are living in these conditions, please report it to your local RCMP detachment, RNC or the SPCA. Don't be afraid to speak out!!!!!

  UNBELIEVABLE how people can get away with this, PUBLISH The owners name public should know who the Beast really is. I HOPE There are charges and that its not just a slap on the wrist. The people having dogs and dont want them should allow families, shelters anyone with a heart to have these animals. Well who ever this Dog owner is "The DEVIL looks After His OWN" And good luck with that.

Wow, when i seen this picture first thing came to my mind was how small the dog house was and they had 2 dogs, that alone is abuse. Its time for the individual communities to hire some people to go around and catch all of the abusers that are out there and report them to the proper authorities.I agree with Willie, what goes around comes around and the ones who abuse animals will get their day too. It is happening everywhere on this island and its time to get major hard on the abusers to animals.

More has to be done. Just sickening. Why do this to a helpless animal. If you don't want them or can't care for them bring them to the SPCA or find another home for them. There are so many more options then just letting them suffer. I have 3 dogs who are loved and fed and live in a warm house and sleep on big comfy beds.

wouldnt these pictures make your blood boil.how many more POOR DOGS are living like this .what are these municipal cops getting paid for driving around.i see dogs tied on all the time so these people have to see it and they should be able to monitor these situations and protect these dogs.rember what goes around comes around

  I am totally appalled. Those so called humans would be so very cruel to an innocent creature who is helpless against mankind. I think it's time the judicial system implement a heavy fine and a prison term. If you have an animal and you can't afford then give it to the SPCA or Human Society. How can these idiot's have an animal and treat it like it's non existing. Disgusting idiots!!! Never compare yourselves to a good animal.
