Finance Minister Jerome Kennedy was at the St. John's Board of Trade today to defend his budget.

It's been a rough ride for the government since the budget was released on March 28 when Kennedy slashed spending across the board, and laid off close to 1,000 civil servants.

Kennedy didn't spend much time talking about budget specifics. Instead, he talked about the broad picture.

He said layoffs were necessary, but they're not something the politicians took lightly.

"This has been a tough task for all ministers, and especially the premier," he said.

Kennedy also spent some time talking about what it means for the province to be off equalization. As a "have" province, Kennedy said people can "stand with pride" but it also has a downside.

"It means we have less money," he said.

Kennedy said he's fine with criticism, but he's convinced that the government is doing the right thing, even if its not as politically popular.

See Saturday's Telegram for more coverage from the minister's speech.

Why did budget cuts happen in some provincial government offices and not in others?

How many people have Nalcor hired to work at their HEAD OFFICE this past year or two? What areas have they hired in? How many in those areas? Why the need? What are the salaries? This information should be made public. It's been reported they are tripping over each other, yet government cut in areas where staff were definitely needed. We have heard Nalcor employees received bonuses and salary increases. No hiring freeze and hands-off in the budget cuts. What's up with this? This company is part of the provincial government. Will this overstaffed and top heavy corporation be addressed in the 2014 Budget?

@Roy: "everyone knows the civil service is top heavy with employees having nothing to do" - Come visit me at work some day Roy and see how wrong you are! Most days I leave work 30-90 minutes late and I DO NOT get paid overtime. I do not get promotions, and I do not get bonuses. Soooooo, while your facts may have been true, 20 or 30 years ago, it's not so anymore. So get your facts straight!!

I don't particularly like Jerome Kennedy but his comments are exactly right this time. A lot of people don't understand what it means to be a "have" province. It's basically just a euphemism meaning that we get less money from the federal government, it doesn't mean that all of a sudden we have a blank cheque to toss at social programs and the public sector. The layoffs and spending cuts were inevitable and absolutely necessary, and I blame Danny Williams. He spent years spending taxpayer money like a drunken sailor, it was never sustainable.

Most of the current government is the same cast of clowns when Mr. Williams was premier. You really think they waited until now to right their wrong from the past? Not likely. If they hadn't mismanaged the government coffers, they wouldn't be in the situation they are now...redefining their own buzz-phrase " Have Province". When they came into office, it meant "prosperity for all Newfoundland", now that they have blundered in a historical fashion, it now means "Sacrifice to pay our bills". People have such a short memory when it comes to political rhetoric...

There is ONE reason why the province is in the financial mess it is in right now. It is called; "Muskrat Falls". Danny Williams started it and was the reason he jumped out when he did in the middle of a term. Dunderdale is taking the flap for what he lined up for this province. Every penny of oil revenue going to the province is being dumped into Muskrat Falls, both Danny WIlliams and Ms. Dunderdale set up the plan and the deal with no public opinion of any kind. The way Danny always did things. Afterall, dictators do things that way.

I have to ask a question here, who was the finance minister for the past years in the PC govt.? It wasn't Jerome Kennedy, it was Tom Marshall. Jerome was given the sword to fall on and Mr Marshall was hidden away awaiting for his pension. So those who call him the village idiot and ask for credentials stop and think. Jerome wasn't the Premier or finance minister, but he is the one now used to carry the bad news. The Premier and Marshall knew Jerome is bull headed and they are sacrificing him, throwing him to the wolves. Jerome believes in what he is doing because he is bull headed just as he was as a practicing lawyer. He would make a good premier.

No one likes to see employees laid off, but everyone knows the civil service is top heavy with employees having nothing to do, govt should not be make work project. People are down on Jerome Kennedy, who was the finance minister when this problem came about, it wasn't Jerome Kennedy, it was Tom Marshall, who is now out of the picture just waiting for his big Pension cheque. Did anyone see him sitting beside the justice minister on TV did he open his mouth, I didn't see it. The demands on govt by playing catch-up , by unions and everyone else and mistakes by Mr Marshall is the problem. The previous lib govt who did little and rolled back wages and threw out signed contracts, and being sued by numerous companies didn't help. Now they think we are gullable to think they are the answer and everyone will get everything they want , how stupid do they think we are or are we. How much did it cost in law suits for the Murray premises, the cottage hospitals, re-dundent possitions etc. during the Wells Lib govt millions.

Sure Jerome doesn't need to do that. He's far too busy! That's why Kathy hired the big wigs from some bank in Ontario. They said it's all good. Could KD be losing confidence in herself and her wingman?

The rough ride has only just begun. Wait till the people of this province turf the PC's and the newly elected party will run the ship a ground.
