I believe, generally, that neighbourhood livyers expect, and are entitled, to enjoy some common, uniform, positive social-value expectations within their environs. I also believe that these entitlements should be the responsibility of the civic government, in consultation with the livyers, to establish any required governing laws. Inclusiveness is always the sane and democratic road to sensibility when it comes to establishing any laws. This process is known as DEMOCRACY, not an uncommon concept used when reasonable people try to reach a reasonable, mutually agreeable outcome, or understanding. Simply put...livyers should be consulted regarding NEIGHBOURHOOD related civic matters.

I like the 'three strikes' law suggestion. It's a great idea - city council should consider it! Keep the great suggestions coming.
