Looking for a fence consensus

When I recently heard that the St. John’s Harbour Authority required security measures for St. John’s harbour, I was excited about the opportunity this would provide for a creative dialogue among those involved: the federal government, St. John’s city hall and the residents of the city and province.

Such a process would involve such factors as income for the city, jobs, what is meant by security, integration into the city’s overall plan and the needs of city residents, as well as other affected groups.

Would security come in the form of personnel, barriers, off-limit areas, fences, etc.?

If a fence was decided upon, would it be permanent or portable?

During the visits of cruise ships, would there be a need to have the docking area fenced all year round, or just during the cruise ship season when there is a ship in dock?

Much food for thought to provide creative solutions and incorporate everyone’s needs to make a final decision where a consensus can be reached.
