As an MHA, Fabian Manning charged taxpayers for 36,200 kilometres in private vehicle district travel during the six-month period prior to the 2003 election, sometimes appearing to claim - and being reimbursed for - miles before he even drove them, according to House of Assembly records.
Manning said the records are misleading, and blamed a former House employee for the discrepancies.
Manning is currently the incumbent MP in the riding of Avalon, and is the Conservative candidate in the Oct. 14 federal election.
In an initial interview, he said he only filed travel claims at the end of the month, for travel that had already occurred.
"You wouldn't be paid for mileage you didn't travel," Manning said. "The mileage would be travelled beforehand."
But constituency records obtained by The Telegram under provincial freedom of information laws appear to contradict that assertion.
Manning filed a claim for private vehicle usage dated "April 2003." According to the claim form, the claim was for "travel within & to and from district for month of April." Manning signed the form, which reimbursed him $1,417.50 for 4,500 kilometres travelled.
But the so-called "recap" form created by the government's financial system shows that government officials received the claim on April 8, and entered it into the general ledger on April 10.
House of Assembly officials confirmed those dates.
Manning could not initially answer how he was paid for travel "for the month of April" near the beginning of the month.
Two hours later, he informed The Telegram that he actually claimed March's mileage in early April - even though his signed form said it was travel for April, and April marked the beginning of a new fiscal year.
He said his staff did this on the instructions of former House bureaucrat Bill Murray. Other travel claims had similar monthly lags, Manning said.
"That's what Bill Murray told them to do, and that's why they did it," he said.
Murray is facing criminal charges in relation to the constituency spending scandal.
On May 2, the legislature processed a constituency claim dated "May," for 6,500 kilometres of travel in "April/May."
Another claim, for "May" travel of an additional 2,500 kilometres, was processed on May 20. There were four subsequent claims between mid-June and early September totalling 21,700 kilometres.
Manning's total mileage claims of 36,200 kilometres over that six-month period were enough to take him the equivalent of four one-way drives from St. John's to Victoria, B.C., plus another trip from St. John's to Winnipeg.
Manning said it was a 400-kilometre round trip from St. John's to home in St. Bride's, which he travelled often. He said he was renowned for attending all community functions in his former Placentia and St. Mary's district, which stretches along the southwest Avalon Peninsula.
"I make no apologies for being constantly in the district, constantly attending functions, constantly travelling to meet people," Manning said. "In doing that, at the end of my provincial career, I ended up with a car wore to the ground."
Manning filed per-diem claims for 85 days in those six months, according to his constituency records. That's nearly every second day. He said he claimed per-diems - $103 per day for expenses - when he stayed in St. John's.
Manning said no questions about his spending have ever been raised by House officials and government watchdogs.
"When all the investigations were ongoing with the constituency allowance claims, I, like many former MHAs or present MHAs, were wondering is there something in your claim that the auditor general may question or would have a concern about, or whatever the case may be," Manning said. "I never had a call from the auditor general, OK? So I initiated my own call to him ... His answer to me was 'Fabian, if everybody had a set of books like you had, I wouldn't have a job.' So that gave me a level of comfort in my work over the 11 years (as MHA)."
A year ago, The Telegram made a request under provincial freedom of information laws for all MHA constituency allowance spending for the 2003-04 fiscal year.
The request encompassed claims filed by more than 60 MHAs. The legislature provided thousands of pages of records to The Telegram last week.
The documents show that Manning exhausted his entire annual constituency allowance for 2003-04 during the first six months of the fiscal year, before the October 2003 general election.
The district of Placentia and St. Mary's had a $32,700 constituency limit; Manning spent $32,686. Manning won re-election to the legislature, and served the entire year.
Manning said he was allowed to spend his entire allowance in six months - "spend it all in eight months, spend it all in 10 months, spend it all in 12 months - that was your choice."
Once the cash ran out, that was it.
"Basically, you just take it on the shoulder yourself and just take it and do what you have to do, get around the riding, get around the district," Manning noted.
Mileage claims comprised more than a third of all money distributed from Manning's allowance: $11,403.

You're trying to make something out of nothing, Rob Antle should be ashamed to print this and the editor should be too. You're trying to swing votes by taking tidbits of information that are irrelevant. Mr. Manning is one of the cleanest MHA's Ive seen...The auditor General says hes ok but the Telegram wants us to think theres some dirt here. Today was the advance poll and I voted for Mr. Manning as I hope others do. He has been a good MP for Avalon and will continue to be regardless of the ABC. Fabian stood up for his constitutents while in provincial politics. He had the duty to do it Federally but didn't. He was bullied by Hearn and Doyle. Fabian was shunted to the sidelines once and didn't want it to happen federally with a $150,000 salary sitting on the line. Thing is if he stood up for Newfoundland his constitutents would have voted him in this time if he ran under the banner of Stanfields Underwear.
In retrospect it's too bad he wasn't around to teach Grace Kelly how to drive. -

I will bet that if you check with the RCMP in the area that kind of milage didnt go on a Patrol Car going around that area non stopped, then check with the RNC and see what kind of miles they are putting on their Crusiers in 6 months, I think that Fabian was probley Moonlighting By Running a Taxi back & forth from the Cape Shore,Now i drive a Companey Car Here in Toronto from 7.30am to 6pm & two days until 8pm the milage is usually 19 to 20.000km Max in 6 Months, I drove over Mannings neck of the woods for a few years but could never rack up that kind of milage, and for sure i didn t get paid anything like Manning either, also there is nothing wrong with the reporting of the telegram,I have been reading the tely ever since i was able to read a bit, I never made a complaint,But i am not a Politian Either, I Wish That I Were.

I have been ticked off at the Telegram for a long time now; The 'news' that appears on the front page would belong in the 'lifestyle' section in any other paper. It is bad enough your entire editorial staff leans unabashedly to the left without any counter-points. It is even worse that their arguments are usually half-baked. But it is unforgivable that your staff has been not-so-secretly backing Danny Williams in his harebrained ABC campaign. Releasing this story at the time of advanced polling? I can't believe the Telegram would resort to pulling this guy through the mud during a FEDERAL election based on his time in the provincial government. He wasn't indicated by the Auditor General when the overspending came out. Why now? This article is in very, very poor taste of the Telegram. I don't think this man drove that many kilometers and did skim extra money, but why wasn't this picked up by the auditor or published by the Telegram before now? True me, I'm not a PC and would never vote for the Conservatives or Manning if I were in his district. But this story... the front page story... is in VERY bad taste. Shame on the Telegram!

Those of you who are criticizing Fabian's kilometers travelled obviously aren't aware of the huge area that his district covers. Make a few trips from Ferryland to Trepassy to Bay Roberts to Harbour Grace and then make your comments. The man shouldn't be criticized for being very active in the large geographical area he represents.

Maybe if our current member (Felix Collins) for Placentia_St.Mary's claimed mileage like Fabian, things would probably be in better shape in the district. It is kind of hard to know what goes on in the district when you don't live in it. Maybe if he spent more time driving around the district, he could see a sence of urengcy in having the highways depot open year round. It almost appears as if the whole southen avalon is now serviced by one depot out of Whitborne. I for one believe an elected member for any riding, whether federal or provincial maintain a primary residence in the district they represent. Not just to show up for functions when it is convenient for them.

This is a ridiculously biased article carefully placed on day one of the advanced poll to bring negative attention to the Conservatives. I just hope that the majority of readers recognize that.
Fabian Manning is a fantastic leader who is well respected in his area. He has worked hard to improve his area and is very dedicated to the people he represents. Many in the Avalon area recognize that regardless of what Danny says- it would be a shame to lose Manning as a representative.
I for one will be voting on October 14. And I will proudly vote for Fabian Manning. -

Oh, Please give me a break!!! If there's one person in this election I hope wins, is Fabian. He stands up for his constituents, he stands up to Danny and he stands up for what he believes is right. He did nothing wrong. The money was entitled to him and when it ran out, he still had to drive home and show up for functions on his own money. He didn't put in for any claims that wasn't rightfully his like the others did. The people of Avalon are fortunate to have a representative that clearly puts them first. Anyway, next provincial election, Fabian can have a campaign ABCD, anyone but conversative, Danny. I am PC and I will vote PC but unfortunately, I am not in Fabian's riding.

I guess the telegram is working for Danny Williams also. Manning cleared the Auditor General with no wrong doing. This seems to be a witch hunt. Our Auditor General has been doing a fine job finding who was getting more then they should. Believe me if their was any case to this the Premier would have used this info against Manning long before now. Is the telegram afraid that Manning is going to win Avalon and the premier will be made with the paper. Be afraid, because he will win on Oct 14. I see all the Boil-Water Tories are socking it to Fabian, all commanded from the single uber-Blackberry on the hill.
There are lots of MHA's with similar questionable claims and worse.Millions of dollars taken and wasted. Some of the takers are now Ministers.
Some like womens clothes. Some charged mileage on government vehicles. Some charged mileage to offshore boundries.
None in court 2 years later but a guy tried to sell a imaginary vacuum cleaner this past spring and spend 6 weeks under the clock. Its doubtful any of the charged will darken the towels at Her Majesty's Lake -Side Resort. Perhaps they are waitng for the new prison and its Business Class John C. Doyle Wing for convicted political masters . -

Maybe if our current member (Felix Collins) for Placentia_St.Mary's claimed mileage like Fabian, things would probably be in better shape in the district. It is kind of hard to know what goes on in the district when you don't live in it. Maybe if he spent more time driving around the district, he could see a sence of urengcy in having the highways depot open year round. It almost appears as if the whole southen avalon is now serviced by one depot out of Whitborne. I for one believe an elected member for any riding, whether federal or provincial maintain a primary residence in the district they represent. Not just to show up for functions when it is convenient for them.

32 686 of 32 700. Well if there's one thing politicians are good at is taking it to the max of their spending limit. I guess if you think there's a chance you might not get elected again, you'll use up your entitlement before the election. Smart move.

This is a ridiculously biased article carefully placed on day one of the advanced poll to bring negative attention to the Conservatives. I just hope that the majority of readers recognize that.
Fabian Manning is a fantastic leader who is well respected in his area. He has worked hard to improve his area and is very dedicated to the people he represents. Many in the Avalon area recognize that regardless of what Danny says- it would be a shame to lose Manning as a representative.
I for one will be voting on October 14. And I will proudly vote for Fabian Manning. -

Oh, Please give me a break!!! If there's one person in this election I hope wins, is Fabian. He stands up for his constituents, he stands up to Danny and he stands up for what he believes is right. He did nothing wrong. The money was entitled to him and when it ran out, he still had to drive home and show up for functions on his own money. He didn't put in for any claims that wasn't rightfully his like the others did. The people of Avalon are fortunate to have a representative that clearly puts them first. Anyway, next provincial election, Fabian can have a campaign ABCD, anyone but conversative, Danny. I am PC and I will vote PC but unfortunately, I am not in Fabian's riding.

I guess the telegram is working for Danny Williams also. Manning cleared the Auditor General with no wrong doing. This seems to be a witch hunt. Our Auditor General has been doing a fine job finding who was getting more then they should. Believe me if their was any case to this the Premier would have used this info against Manning long before now. Is the telegram afraid that Manning is going to win Avalon and the premier will be made with the paper. Be afraid, because he will win on Oct 14. Yes the 14th not the other date that you advertised last week. What ever happened to unbias reporting.

I see all the Boil-Water Tories are socking it to Fabian, all commanded from the single uber-Blackberry on the hill.
There are lots of MHA's with similar questionable claims and worse.Millions of dollars taken and wasted. Some of the takers are now Ministers.
Some like womens clothes. Some charged mileage on government vehicles. Some charged mileage to offshore boundries.
None in court 2 years later but a guy tried to sell a imaginary vacuum cleaner this past spring and spend 6 weeks under the clock. Its doubtful any of the charged will darken the towels at Her Majesty's Lake -Side Resort. Perhaps they are waitng for the new prison and its Business Class John C. Doyle Wing for convicted political masters . -
