The City of St. John's recently increased the assessment value of property off Kenmount Road to $3.8 million from $243,000 because of a zone change from rural open space to comprehensive development. The assessed value was actually even higher at $5.2 million before an appeal. Do you agree with increases of this magnitude, based on potential future use of land following a zone change?
