Update: Ralph Wiseman reclaims mayor’s chair in Paradise following recount Breaking News print this article
Name drawn from envelope after tie in votes
The Telegram

Ralph Wiseman reclaimed the mayor’s chair in Paradise today after his name was drawn from an envelope to break a tie in votes following the recount.
A recount of votes between Wiseman and 19-year-old Kurtis Coombs — who was declared the winner Tuesday night by three votes following the municipal election — was requested by Wiseman.
Following the turn of events, Coombs congratulated Wiseman but said, “You have not seen the last of me yet.”
According to the section 60 of the Municipal Elections Act …

      60. Where, upon the counting of the votes, 2 or more candidates have
an equal number of votes and both or all of those candidates cannot be
elected, the returning officer shall immediately

             (a)  write the names of those candidates on separate, identical
blank sheets of paper;

             (b)  fold the sheets of paper in an identical manner so that
the names are concealed;

             (c)  deposit them in a receptacle and withdraw the number of
the sheets necessary to elect the candidates required to be elected; and

             (d)  declare the candidate whose name appears on the sheet
withdrawn, to be elected.

Nasty Nate from St, Johns, NL writes: Just wait till Kurtis has his Mummy freaking out on the news tonight. I think people will be happy that she is not your mayor. People thought that he was elected, but it was the mother that held the power, not the son.

Count your lucky stars. Maybe in four years from now after he moves out and completes his education will be a better time for everyone.

Terry from Paradise, NL writes: How Ralph Wiseman can have the gall to claim victory after winning by having his name drawn out of an envelope is disgusting. This man has no mandate from the citizens of this town and he basically maneuvered his way into the Mayor's chair by refusing to be gracious in defeat.

Ralph Wiseman needs to resign immediately. I believe the citizens of Paradise will launch a campaign for his resignation.

Let the people Decide from NL writes: In all fairness to democracy, please say this is not so....and I voted for Wiseman. Open up the nomination process again and lets do this again. I don't think that the fastest growing town in Atlantic Canada should have a mayor who's name is drawn out of a hat. Let the residents of Paradise decide on this very importmant position. We must demand that this happens.

Dave from NL writes: I'm not from Paradise so have no real stake in the election but essentially drawing names out of a hat seems like a ridiculously stupid way to 'elect' someone these days. Wouldn't it make more sense to throw out the results and do it all over again instead of relying on the luck of the draw?

I am impressed with Coombs he made his point. Perhaps the next 4 years will provide him time to gain experience and then come back for the next election.

Congrats Ralph

Jerome from Paradise NL writes: Terry - Suck it up. I'm no fan of him either but 50% of those that voted, voted for him. Anyone, including Coombs would have asked for a recount with a 3 vote margin. Wiseman won't resign, the people won't protest and Coombs now has a fairly good understanding of his status in the political circle and am sure we will hear from him again. Don't like what you see in your community? Lobby the council, not the mayor.

We recount and get Y...

This just shows what a complete farce muncipal poltics is.

Time to Amalgamate St. John's, Paradise and Mount Peral. Its all one big city anyway. Then we can get a bunch of grade 10's to run for mayor.

Dan from NL writes: How pathetic... makes you wonder if the returning officer or whoever else was counting the ballots can add... how can a person lead by three votes and after a recount end up being tied... why was there not a second count on the night that the ballots were counted if it was that close of a margin between the two... a sad, sad day... Kurtis would have been a better mayor than that cronie Wiseman (an oxymoron if I ever heard one).

B from Paradise, NL writes: Mr. Coombs showed more maturity and graciousness in his defeat than Mr. Wiseman . I'd like to see another election take place. Drawing a name from an envelop doesn't seem quite right to me. I think if we had another chance to vote, far more people would actually mark their X this time and we'd get a real idea as to who the town wants as Mayor. I doubt, however, Mr. Wiseman is brave enough to let us have a second go at it.

Han from St. John's, Newfoundland and Labrador writes: This is shameful and disgusting. It makes a joke of the democratic process and trivializes the efforts of every person who came out to vote. Two things ought to happen immediately:
1) The Act needs to be changed to require a run-off, or a system of transferable ballots, or *some* system which leaves the decision in the hands of the voters and not in a name drawn from a hat
2) Wiseman needs to resign immediately. Anybody who's shameful enough to pretend they have the confidence of the electorate, or any legitimate right to hold office, after tying and accepting a draw from a hat does not have the credibility to act as mayor. He undermines the credibility of his town if he doesn't do the honourable thing and resign.

Jim from NL writes: Well I am not from Paradise nor am I intimate with the history of Wiseman. Speaking just about the facts of the election Wiseman did nothing wrong in asking for a recount...the drawing of a name from an envelope? Whoever wrote that into the Municipal act should be tarred and feathered. If that is changed to something reasonable (say another election) then this situation would resolve itself quite easily.

Telling it Like it is from St. Johns, NL writes: I did some research into Section 60 of the Municipal Elections Act … and look what else I found out about Paradise. Some of these laws and beliefs are just plain silly!

It is illegal to wear puffy pants

It is illegal to refer to something as a Do-Hickey

It is illegal to leave the Toilet Seat Up

It is illegal to committ flatulence in public

Once you tagged 'it' you must find someone new to tag 'it', not the person who tagged you

Hide and Seek shall now be referred to as Seek and Hide

Baby Ducks have the right of way

Breeding shall only occur every 7 years

''Blame Danny'' shall be used for every and all of Paradises' problems

It IS Legal to marry your cousin

Rome was Built in a day

You can judge a book by its cover

All revolving doors in Paradise must be capable of closing

The mayor has the right to enact Premanocta at all weddings occurring in Paradise

You must now find ways to kill 5 birds with 1 stone

JimBob from Newfoundland writes: I don't understand why people think that Wiseman should resign because he doesn't have a mandate from the people. Neither does Coombs. Even if Coombs was the winner with a three vote advantage, he would not have a mandate. The law is the law. Coombs should know that. And by Coombs threatening to hire a lawyer and fight it, he looks like the baby. I don't understand the attraction to hiring an inexperienced adolescent to run a major centre. I don't care if he's well spoken. And why do people stress his status as a poli-sci student. Political science teaches history without context and how to be a blow-hard. It does not teach the economic, planning, and the bargaining skills necessary to run a municipality - skills Wiseman learned through years of experience. Wiseman is not the arrogant, ignorant person, it is the 19 year old who thinks he can run a municipality with no resume to prove it.

Please Mayor's from Paradise writes: Both of you fellows ran a campaign based upon putting the best interest of Paradise and it's residents to the fore front. If that is really your beliefs, then do the right thing....get the two parties together and agree to a run off election and let the people of Paradise make their decision heard. If this doesn't happen, this issue will stay in the media while Mr. Coombs goes through the legal process, thus holding back what can and may be accomplished for the Town. The Mayor's chair as is stands today has zero credibility in the Town of Paradise.

Patrick from paradise, nfld writes: Seems many people are driven by emotion and not facts. Coombs also asked for a recount, refer to previous Telegram articles. The act states that the way the final decision was made is legal, whether you like it or not. It was Coombs mommy that would have run things, and if his name had have been picked all the negative comments about it would not have been made. Wiseman should not resign, Coombs can take it to court if he thinks there was something wrong. The Chief Polling Clerk is a seasoned and experienced municipal official who went by the book, she didn't write new rules. Get over it, Wiseman is mayor, fair and square, and remember it was a tie, they got equal votes. If a third person had run, neither of those two would have gotten in, but Wiseman is mayor, and not Combs mommy, so everyone get over it.

Sam from NL writes: Seriously, its time to amalgamate St. John's, Mount Pearl, Paradise, CBS, and Portugal Cove-St. Phillips. You all use St. John's services and take advantage of the Capital City and you should sure as hell be a part of it and pay taxes. We should be worried that a town like Paradise, supposedly the fastest growing in Canada, is backwards enough to elect a 19-year old as Mayor. Sorry, I know Ralph Wiseman isn't the greatest but at least he has experience. I've known Kurtis and I can tell you he is in no way suitable to be a Mayor - at least not yet. While I don't agree with drawing a name from a hat, I sure as hell don't agree with having a Mayor that will spend half his time at MUN doing an undergraduate degree and the other half of his time in a paid position as Mayor of the Town of Paradise. Join St John's - we'll show you how its done right.

Young Woman from Paradise from NL writes: Being someone of similar age to Kurtis Coombs, I believe that it is a great thing for him personally to not get elected as mayor. He is only 19 years old, attending MUN and he was to have a full time job with a lot of responsibility. I think that sure, in four years time when he is finished school, go for it. That would be the perfect opportunity. Really though, how can everybody in paradise expect a person this young, still working on this education, to lead a town growing as fast as paradise? He still planned on continuing to finish his degree which is a full time thing when you include studying, and then along with that be there for all event that the town has, make decisions that could change the residence way of leaving, and still have time get a good education? come on people put your thinking hat on. My parents have always told me that a good education is the key to living a good life and all you people are going mad saying how terrible it is that he is getting a chance to get a proper education like a normal 19 year old.
As for Ralph Wisemen, most people in paradise only voted for Coombs because they don't like Ralph, yes he says inappropriate things at times and I agree he needs to think before he speaks, but at least he has time for the town. He will do everything he can for the town, even though i know everything is never enough for people. Ralph has done a lot for this town and everyone need to open their eyes and see that. There is no way everyone will ever be satisfied, but i think that everyone should be grateful that there is now once again an experienced mayor in our growing community.
As for the re-count, no one would have said anything about fairness if Kurtis Coombs won.

George from NL writes: I can't understand why a lot of people keep refering to Mr. Coombs as a child and shouldn't be mayor. They weren't concerned with his age or any other 19year olds in the community when they asked for his vote, or when the votes were placed in the ballot box. His age is not an issue when it's time to pay taxes. So if you can tax a person, and give them the right to vote, they should also be given the same opportunities to govern.

Anon from NL writes: I don't understand why the guy is being criticized for age. Paradise has a rapidly growing population of young people and young voters. The town needs a council that reflects the views of the entire town and not just older citizens. That is young AND old. It really sucks he didn't get the position, I think a run off election would have been way more fair than drawing names out of a hat.

And I didn't see anything about the Coombs' mother so that should be a point of embarrasment for those who like to say he needs his mommy to make a fuss for him. As I recall it was Coombs who ran for mayor and came very very close to winning, NOT his mommy.

Grow up by's seriously, grow up.

The Voice of Reason from Paradise, NL writes: Personally I did not want either of these people to be the mayor and for that reason I didn't even bother to vote. I see Ralph Wiseman as the lesser of the two evils simply because he has a certain amount of experience and idea on how to go about running a town (be it good or bad). As for Kurtis Coombs, he is inexperienced (not young) and that any mayor, in any town, should serve a term on council first to see the inner workings of municipal politics. Coombs could have gotten elected to council easily - possibly even getting enough votes to serve as deputy mayor, and then in 4 years be poised to effectively take on the mayor's role.

Rich from NL writes: First off, Wiseman is a scumbag, and all of this is more ego-driven than anything else.

Second, the Paradise mayoral race is just a game anyway. As I said, for Wiseman it's about ego, and for Coombs its about ambition. For the rest of that guy's life he would have been able to say that at one point he was the youngest mayor (of a fast growing community at that) in Canada, and that he beat a veteran for the job. When it comes to bread-and-butter issues, the St John's election was far more important to Paradise. It's just an SJ suburb anyway.

Yes, Mr. Wiseman... you know me personally from NL writes: Wiseman has proven NOT to have the economic, planning, and the bargaining skills necessary to run a municipality - skills Wiseman clearly failed to learn through years of potential experience is a complete waste, as he constantly insults and condescends the town's citizens. All one has to do to verify this is to look around our town. Has he learned nothing ? Did he not learn when he opened up his stink hole in reference to dogs and their owners in Paradise ? Wiseman IS the arrogant, ignorant person we've all come to know him for through past experience. That is... him and his wife who calls the shots behind the scenes. No one else wants anything to do with him, not even council.

Experience and treachery wins out over youth and energy here once again.

Learn to play dirty Kurtis, and politically bury this grumpy old f@rt who's eyes gleam with contempt and unabashed shame.

There must be a re-vote to ensure we can maintain some semblance of interest in this thing we call democracy. Democracy... something which will soon follow the footsteps of the dinosaurs as voter apathy grows year by year the whole world over - and rightfully so.

tim bennett from corner brook, NL writes: I saw a worse one than that. I saw the judge give the seat in the house of assembly to his tory friend and refused to open 21 ballot boxes and count the ballots. The seat was awarded to the tory candidate. NL corruption was alive and well then.
