In the spring of 2011, the provincial government announced $4.5 million to start planning a replacement for the Waterford Hospital. Then-Health Minster Jerome Kennedy said the money was just the first step, but the government was totally, 100 per cent serious about building a new hospital.

"I'm not coming here today and saying we're going to replace the Waterford Hospital and next year change our minds. We are replacing the Waterford Hospital," he said.

Eastern Health CEO Vickie Kaminski said a new hospital to replace the Waterford wouldn't happen for another five to seven years. The total cost of a new facility is estimated at $250 million or more.

Scott Barfoot, director of communications for the Department of Health, sent a statement regarding the plan to replace the Waterford Hospital:

"Since the Provincial Government's announcement to replace the Waterford Hospital in 2011, a review of an existing Master Plan/Program was undertaken by representatives from Eastern Health and the Department of Health and Community Services. It was determined the existing Master Plan/Program included some planning assumptions that were no longer valid.

"A review of the planning process was also undertaken and a decision was made to establish a planning committee comprised of the Departments of Health and Community Services, Transportation and Works and Eastern Health. This committee will provide overall project guidance, finalize a request for proposals and a project governance model, and help ensure clear communication and collaboration to advance the project in a timely manner.

"The hiring of a project manager is underway and should be concluded in the coming weeks and a request for proposals to engage a consultant to complete the master plan and functional program will be issued this fall. In Budget 2011, $4.5 million was allocated to begin the replacement of the Waterford Hospital and an additional $700,000 was

budgeted this year to advance the planning for a new mental health facility to replace the existing facility.

"Timing of construction or opening of the facility will be determined once programming is completed."
