Barter returns to council despite water controversy

Richard Blagdon and William Bowles were also re-elected to council.
New faces are Helen Swift, who ran for council largely due to the water controversy, as well as SueAnn Peckford-Spencer and Kevin Thorne .
Burgeo councillors will select their new mayor.
