A jeep landed on its roof about 50 feet from the road and police have confirmed the victim is a 23-year-old female.
It appeared to be a single-vehicle incident.
The Royal Newfoundland Constabulary traffic investigators were quickly on the scene.
The call came in about 5:30 a.m.
The RNC issued an advisory to motorists that the westbound lane of traffic was closed from the Ruth Avenue ramp to the Outer Ring Road, but it was re-opened by mid-morning.
