According to a release from the Royal Newfoundland Constabulary, the incident happened around 10:15 a.m. and the flag person received minor injuries.
Following an investigation, a 37-year-old woman was charged with failing to use due care and attention for a pedestrian and driving an unregistered vehicle. Police say she will answer those charges at a later date.
