Help available for low-income pet owners in St. John's SPCA's spay and neuter assistance program

A subsidized spay/neuter program will help reduce the numbers of kittens and puppies being born, making it more likely that cats already waiting for homes will be adopted. Jessie is a four-year-old spayed female who is at the Colchester SPCA shelter, waiting for someone to come in and adopt her.
