Wells paid for coffee for all the people who came through the Tim Hortons that morning. In the minutes before the announcement, he sat at a table with a knot of supporters, laughing and chatting.

Wells was a controversial figure who garnered national attention for his combative political style last time he was mayor, from 1997-2008.

For the last nine years, he's been much more quiet as chairman of the Public Utilities Board, although in the past year he's started picking fights with current members of council.

Wells said he thinks the taxes and government expenses are too high. He said he would cut tax if elected mayor.
