PC Transportation critic asks for complete road rankings

On the heels of the release of the province’s new, five-year plan for roadwork, the Progressive Conservative’s Transportation critic asked for more information.

In a statement issued Tuesday from the Opposition office, Barry Petten noted the document released detailing the roadwork on tap for the province included a specific number score (out of 400) on the projects for this year, indicating them as priorities. But the document did not include similar scores on the projects slated for years 2 through 5.

So how exactly did these other projects stack up to those selected for this year?

“People have a right to know how their needs ranked on the government’s score card,” Petten said.

A spokeswoman for the department said these values were not included across the board in the five-year plan document because they will change with each annual update. The scores are specific to a variety of conditions, and changes in those conditions — for example, the depth of a rut — will change the bottom-line value indicating if a project is a structural priority.

After a Telegram request Wednesday, the scoring for all projects in the five-year plan was made available.

As the “Guide to Ranking Road and Bridge Projects” notes, the scores are not the only basis for determining where a project will be listed in the five-year plan (i.e. completed in the current year, or in years 2 through 5).

The determination of a project’s rank is settled by a professional panel. The panel includes the province’s chief bridge engineer, chief highway engineer and regional engineers. Its work begins with budget allocation, then looks at previously mentioned scoring. It also runs the project list through the lens of cost-share potential, bundling potential, project readiness and importance to an area.

According to Transportation Minister Al Hawkins, the projects selected for this year were the same, as far as he can recall, as those presented to him by the panel.

“Input from the general public was important to the ranking process and 82 per cent of work raised in the (pre-evaluation, public) consultations are reflected in the projects identified by the department’s engineering experts. No projects are rejected,” a department spokeswoman said Wednesday.

“Projects that are not included this year will come forward in another year. The plan is ongoing, continuing year to year.”
