1. Back in October 2014, an organizational review report by Knightsbridge/Robertson Surrette recommended that the departments of public works and engineering remain as one department. In spite of this recommendation, the town council split the departments anyway, causing unnecessary cost to the taxpayer. This duplication of service cost taxpayers additional hundreds of thousands of dollars per year. To add insult to injury, the town is now putting in place the original recommendation from consultants by combining engineering and public works as one department.
2. As stated in a memo from the acting chief administrative officer to staff: the person in the position of director of public works has resigned. When I asked for information about severance pay or any other payment arrangement, I was told by town staff I could not have this information based on advice from the town lawyer. This response did not seem right to me so I held a meeting with the Department of Municipal Affairs’ eastern regional office to get advice and direction. They advised me that I should have a meeting with the Office of the Information and Privacy Commissioner to file a compliant against the Town of Paradise. That office is now launching an investigation into my concern.
3. Town plan — the last 10-year plan expired Dec. 31, 2014. A new plan should have been started in 2012 to be ready for Jan. 1, 2015. Now, in 2017 — five years later — it is still not completed and should not be completed until the new council is in place. There are a number of issues with the plan that have caused delays. These issues have resulted in unnecessary expenditures to taxpayers and unnecessary tax increases for town residents.
4. The number of people required to patch potholes or erect signs is an issue, with sometimes one person working and six or seven watching. In addition, the town purchased an asphalt smelter for $88,992.00 — another waste of taxpayers’ money, because this work can be done by a private contractor for far less cost.
