Heavy machinery has returned to Charlotte Street for a third year as the final phase of the downtown road's revitalization begins this week. The $9-million project is expected to be completed over the next four months. It will see the section between Wentworth and Townsend streets closed for the installation of a new road and sidewalks — plus other features seen so far on the finished part of the street such as trees.
