City of St. John’s adds to sidewalk snowclearing

Elizabeth Avenue and area service is addition to existing agreements

Monday’s City of St. John’s council meeting included council’s approval for a collection of contracts, including for a private operator to tackle sidewalk snowclearing around Elizabeth Avenue.

The three-year contract was awarded to Clarke’s Trucking, on a bid estimate of $212,000.

“It covers 14.2 kilometres of sidewalks in the area and this is part of the additional $100,000 we put into the 2019 budget for sidewalk snowclearing,” said Coun. Ian Froude, noting it will cover snowclearing and ice control.

“This is a part of our efforts to improve sidewalk snowclearing,” he said, adding that the subcontract will free up city equipment for work elsewhere.

Coun. Hope Jamieson said she’s looking forward to seeing the effect it will have for Elizabeth Avenue and elsewhere.

The tender call for the work closed on Dec. 27, 2018. There was a significant difference in bids. Other contract bidders were Complete Management Ltd., Alltask Excavating, Gerald Driscoll, Cutting Edge Inc. and MorShay Contracting.

The failed bids ranged from $224,550 to a high of just over $1.5 million.

Additional tenders

A five-year contract for the supply of polymer required at the Riverhead Waste Treatment Facility was awarded to Canada Colors and Chemical Ltd., at a bid of $289,800. There were two other bidders, with the next-lowest at $308,947.50 and the highest coming in at $439,875.

Belbin’s Grocery was awarded a contract to act as the food service provider for the city Seniors’ Outreach Program, at a cost of $22,462.95. The only other bidder was The Hub, coming in just behind at $26,950.25.

Contracts for truck and trailer parts, the supply of windshield wash, antifreeze and diesel exhaust fluids were all awarded to various bidders, with a complete rundown available on the city website.
