Police say the 55-year-old victim died a short while after being transported to hospital.
The suspect was located at approximately 11:10 p.m. in Outer Cove. Police say suspect rammed a marked police car and then tried to drive around when it struck a second police car. Police say the vehicle was stopped after a police pickup drove into it to prevent the car from fleeing and to protect the public.
The 18-year-old driver was taken into custody and is to appear in court sometime today.
The victims and the accused were known to one another., police say.
The Royal Newfoundland Constabulary said it does not believe that there is a public safety concern, as this matter was not a random act. The major crime unit is continuing to investigate this incident.

Sgt. Alex Brennan of the RNC says police were called to the home following a domestic dispute and that a 54-year-old male was taken to hospital to be treated for an unknown amount of injuries.
Information from the scene indicate the injuries are serious.
Police could be seen entering the front door of the home as well as walking around inside a garage through the open door.
An identification services officer was also on scene taking photos inside and outside the house in the porch and driveway. Brennan added that there was no concern for public safety.
