Labrador City targets core responsibilities in 2020 budget

LABRADOR CITY, N.L. — Labrador City town council passed a $24 million budget early December with $18 million earmarked for operations and just over $7 million designated for capital expenditures.

Mayor Fabian Benoit says thanks to a grant in lieu of taxes of $85 million, the town is able to offer affordable taxes and programs.

He adds the town's 5.3 mill rate is one of the lowest in the province, perhaps the lowest.

Residential and commercial property taxes remain the same as last year, but water and sewer tax will rise slightly from $400 to $460 a year. Metered rates for commercial and institutional users will also see a slight increase.

Most permits and recreation fees will remain unchanged.

Low-income earners will also receive a rebate of 90 per cent or 50 per cent of their town taxes, depending on income.

In his presentation councillor Nick McGrath, chair of the finance and administration committee, says the town targets spending on core responsibilities. They include snow clearing, fire protection, safe water, sewer management, street paving, and recreation.

The town will seek ministerial approval to finance street reconstruction, and walking trail lighting, two improvements listed in the 2020 budget.

The mayor acknowleded citizens who took part in participatory budgeting last year, noting some of the suggestions they put forward were able to be implemented.

Benoit thanked staff who were part of the budget process, and recognized contributions from businesses and volunteers.

He said everyone involved play integral roles in a creating a financially-comfortable town that affords a very good lifestyle for its citizens.

Spending areas in the 2020 budget: 

• Continuation of the windrow snow clearing program for seniors and those with disabilities

• $100,000 investment in walking trail development, including plans to light the trails

• $80,000 in accessibility upgrades to the Carol Curling Club

• $50,000 for inclusive playground equipment at Centennial Park

• $50,000 for a community-accessible transportation vehicle 

• Spending to upgrade town buildings and vehicles
