When it comes to the Atlantic bubble, I'm confused. If we are only supposed to be bubbled with just the four Atlantic provinces, then explain how last week I was driving behind cars with New York, Texas, Ontario, Quebec, Alberta plates, and isn't the U.S. border supposed to be shut as well because what I read and hear is the total opposite of what I see on the road.
